Smart Prague Index – evaluation methodology

The Smart Prague Index has two basic levels in the processes of the Smart Prague project office. The first one is mapping the overall maturity of the city of Prague in the areas of fulfilling the concept of Smart Prague 2030, which is monitored by the Smart Prague Index yearbook.

The second one is the level of evaluating projects. This runs individually for every project that is realized by the Smart Prague project office and for projects of affiliated organizations that are related to fulfilling the concept of Smart Prague 2030. Projects are evaluated at two levels – at a pre-implementation and a post-implementation level. The pre-implementation phase evaluates the accordance between the project goal and the fundamental theses of the concept of Smart Prague 2030 and the level of sophistication of the given project goal. The termination of the pilot project is followed by an evaluation of the success rate of the project in relation to the declared aims. That is the principle of the post-implementation evaluating phase.

Purple – If the project gets a purple evaluation mark after the internal assessment phase, then the project manager must rework the project goal, especially in relation between the project goal and the concept of Smart Prague 2030, the continuity regarding other problems of the city and in the area that has an impact on the citizens and visitors of the capital. If the project does not obtain at least a pink evaluation mark, then the realization phase cannot start.

Pink – This evaluation mark mainly indicates if it is in accordance with the theses of the concept of Smart Prague 2030. This evaluation mark is usually associated with technological projects that affect the citizens and the city’s visitors only in an indirect way. These projects usually test the introduction of a new technology that improves a partial aspect of the city. Its full potential is then uncovered during a full application following a successful pilot phase.

Dark blue – This means that it is not just in accordance with the aims of the concept of Smart Prague 2030, but it also indicates a bigger multidisciplinarity of the project. These projects usually test the cooperation with more partner institutions and they have a direct impact not only on the quality of the public space. This evaluation mark is usually given to original projects that have a significant impact on safety, resistance, society, and the environment in the city

Turquoise – This level indicates an ambition to solve more areas of the concept of Smart Prague 2030. This belongs to a special project in terms of the quality of its preparation and in regard to the complex issues that it aims to solve. For this evaluation mark it is assumed that it will have a significant impact in more areas of the city’s problems. It is usually associated with the creation of a new innovative methodology for simplifying the processes for implementing similar solutions in the urban space.
